Who has the right to perform periodic maintenance of a fire detection panel in Belgium?

Standard NBN S 21-100-2 governs the maintenance and inspection of fire detection installations after their commissioning. It requires that these operations be carried out by qualified personnel, capable of testing the operation of each component (detectors, panel, audible alarm devices) and recording the results in a register. It distinguishes routine checks, performed at regular intervals defined according to the type of installation, from more thorough inspections covering the entire system. The standard does not create a regulated profession but a level of technical competence, attested by training received on the installed equipment and knowledge of the overall operation of the installation. This personnel must also be able to interpret observed anomalies and propose necessary corrections, which requires regular updating of knowledge in the face of technological developments in detection panels.

What is the role of BOSEC certification for the installer?

BOSEC certification attests that a company or product meets Belgian technical requirements for design, installation or maintenance of fire detection systems, under the supervision of the ANPI organization. For the operator, entrusting periodic maintenance to a BOSEC-certified company offers a guarantee of documented competence, widely recognized by emergency zones during their inspections. This certification covers both products (panels, detectors) and installation and maintenance companies, which must demonstrate compliance with quality procedures and continuous training of their technicians. It does not constitute a single and exclusive legal obligation, but it remains in practice the most solid reference for demonstrating the personnel qualification required by standard NBN S 21-100-2. An operator who entrusts their maintenance to a non-certified company must be able to prove, by other documented means, an equivalent level of competence.

What should the operator check in their maintenance contract?

The maintenance contract for a fire detection panel must specify several elements to cover the operator in case of inspection. These elements make it possible to demonstrate, with supporting documents, that periodic maintenance meets the requirements of standard NBN S 21-100-2.

  • The frequency of maintenance visits and their precise content (visual inspection, functional test, component replacement)
  • The qualification of the intervening personnel, with reference to the company's BOSEC certification or equivalent proof of competence
  • The exact list of covered equipment (panel, detectors, sirens, cabling) and their correspondence with the installation file
  • The procedures for managing detected anomalies, with correction deadline and written report transmitted to the operator
  • The maintenance and updating of the safety register or installation logbook, available for consultation during an inspection

A contract that does not specify these points exposes the operator to being unable to justify, before the emergency zone or an insurer, that maintenance has actually been provided by qualified personnel.

What documents must be presented in case of inspection by the emergency zone?

In case of inspection, the operator must be able to present the installation's safety register, maintenance reports signed by the intervening technician, and proof of qualification of the company that performed the visits. The register must mention each intervention, its date, the nature of the checks performed, as well as the anomalies observed and their resolution. Proof of qualification may be the BOSEC certification attestation of the maintenance company, or any equivalent document demonstrating personnel training on the type of panel installed. The absence of these documents, or their incomplete nature, constitutes a non-compliance frequently noted during periodic inspections, regardless of the technical proper functioning of the installation. The operator therefore has an interest in requiring a detailed report after each visit and in centralizing these documents in the building's installation file, with the initial compliance report.
