Prolonged power outage on fire detection: what to do?

What happens when a fire detection control panel loses its mains power supply?

As soon as the mains power supply is cut, the fire detection control panel automatically switches to its backup battery power supply, in accordance with NBN S 21-100-1. This switchover is transparent: detectors, sirens and transmission devices continue to operate normally, without manual intervention.

The problem is therefore not the outage itself, but its duration. A well-maintained control panel absorbs a micro-outage or a failure of a few hours without difficulty. What human surveillance procedure should be implemented during a prolonged failure?

When the backup battery autonomy risks being exceeded before power returns or a technician intervenes, the operator must organize temporary human surveillance that compensates for the absence of reliable automatic detection. How to prevent a power outage from turning into a prolonged failure?

The best protection against a prolonged failure remains preventive maintenance of backup batteries, verified during the periodic inspection required by NBN S 21-100-2. This inspection includes a battery load test, which reveals a capacity loss before it becomes critical during a real outage.

The lead-acid batteries used in detection control panels have a limited lifespan and gradually lose their capacity, even without ever being used. Anticipated replacement, rather than replacement at the time of failure, avoids most prolonged failures observed in the field. An organization certified by BOSEC or ANPI can guide the operator on the appropriate periodicity for their installation and on the revealing signs of an end-of-life battery, such as an abnormally long recharge time after a brief outage.

Who is responsible if a prolonged failure is not handled correctly?

Responsibility for an untreated fire detection failure falls on the building operator, who remains bound by the general fire prevention obligation even when the failure is of purely electrical origin and beyond their control. The prevention advisor designated in the company must be informed immediately of any failure exceeding the planned battery autonomy.

In case of inspection by the emergency zone or incident occurring during the failure period, the absence of declaration, compensatory measures or written traceability constitutes a direct breach of prevention obligations. Conversely, a documented file (failure date, surveillance implemented, declaration to the emergency zone, service restoration deadline) demonstrates diligent risk management, even if the technical incident could not be avoided.
